SAARC has been ahead of many regional bodies in the adoption of legal instruments for fight against terrorism. Its regional convention on the suppression of terrorism in 1987 includes a definition of terrorist acts and calls for greater regional cooperation on legal issues, including evidence sharing, extradition, and information and expertise exchange.  [6]  In an additional Protocol updated in 2002 it incorporated into the original convention the obligations of states under UN Security Council Resolution 1373, adopted in the aftermath of 9/11. A not very encouraging sign in the protocol is its focus on law-enforcement or hard security measures. To further the implementation of the provisions in its convention, SAARC created the Terrorist Offences Monitoring Desk (STOMD) in Colombo, Sri Lanka. However despite the appearance of counterterrorism on the agenda and the creation of STOMD, there has been little forward movement beyond the rhetorical level. There are widely held suspicions that the intelligence agencies of various South Asian states have designs on their neighbours territories, or facilitate insurgent movements to entrench political rivals in asymmetric warfare, and this further fuels the reluctance to share information and resources.  [7]  Due such suspicions and tensions among member states few of the counterterrorism instruments and commitments adopted by SAARC in its more than twenty year history have been translated into action by its members. One recent example is the apparent unwillingness of Pakistan to extradite to India those suspected of involvement in the 2008 Mumbai attacks, despite the existence of these instruments. Importance of BIMSTEC. The other important organization in the region to coordinate the fight against terrorism is the Bay of Bengal Initiative for Multi-Sector Technical and Economic Cooperation (BIMSTEC) which includes Bangladesh, Bhutan, India, Myanmar, Nepal, Sri Lanka, and Thailand. It was founded in 1997 with an aim to facilitate cooperation in areas such as trade and investment, technology, energy, transportation, communications, and tourism. In its 2004 Summit Declaration BIMSTEC expressed concern about the threat of terrorism to regional trade and urged all member states to coordinate their efforts by exchanging information and cooperating in the ongoing efforts of the international community to combat terrorism in all its forms. In order to coordinate the sub regional effort a Counter Terrorism and Transnational Crime Se ctor (CTTCS) was established. Though yet to establish a headquarters or permanent Secretariat, BIMSTEC has been slow to get many of its programs off the ground. The real weakness or strength depending on the perspective lies in the absence of Pakistan from the association. While this makes easier to forge consensus, but limits the region wide promotion of counter terrorism cooperation in the region. Relevance of Counter Terrorism Strategy in South Asia While any meaningful progress within SAARC has been held hostage to the tensions between South Asias two largest rivals, BIMSTEC faces limitations, both in terms of its capacity as an organization and its utility in promoting region-wide counterterrorism cooperation because Pakistan is not a member.  [8]  Therefore the limitations of SAARC and BIMSTEC point to the importance of the United Nations and its role in promoting counterterrorism cooperation and capacity-building activities in the region in the framework of the United Nations Counter Terrorism Strategy. This provides an opportunity for United Nations to shape a regional response to terrorism, using the holistic United Nations Strategy as an entry point for enhanced engagement in the region. The terrorist attacks in Mumbai in November 2008 has made it very clear that strengthening counterterrorism cooperation in South Asia must be a top priority as it is not only a threat to national security, but to regional stability and international peace as well. Subsequent paragraphs highlight the relevance of each pillar of the Strategy for South Asia and the role that the different organizations of the United Nations system, many of which now form the entities of CTITF, can play.  [9] Pillar I: Measures to Address Conditions Conducive to the Spread of Terrorism. While these objectives of the Pillar 1 are long term, the strategy does highlight some specific ways in which different elements of the United Nations system can contribute towards the fulfilment of the Pillar I objectives which are enumerated in subsequent paragraphs.  [10] United Nations initiative to promote cross-cultural understanding through UNESCO and enhance inter and intra faith dialogue and dialogue among different communities, the Strategy encourages the United Nations system as a whole to increase cooperation and assistance in the fields of law, human rights and good governance, to support sustained economic and social develop ment. United Nations Development Programme (UNDP) has made an effort to address inequities in development and access to resources thereby improving governance and respect for the rule of law in South Asia. It has contributed to undermining the chronic poverty, inequality, and social injustices which fuel much of the political violence in the region. United Nations has played an important role in conflict prevention and crisis management. In South Asia, the United Nations has missions in Nepal and Afghanistan and a military observer group deployed along the Line of Control in India and Pakistan. The UN Mission in Nepal (UNMIN) provides an example of where the United Nations has played a largely constructive role in monitoring ceasefire arrangements and providing technical support for the conduct of the election of a Constituent Assembly in a free and fair atmosphere. Pillar II : Measures to Prevent and Combat Terrorism. The second pillar of the United Nations Strategy includ es a series of short-term, preventative measures that states are to take to address the terrorist threat. While all states in the region have taken some steps to implement the measures elaborated in the Strategys second pillar, particularly when it comes to enhancing national criminal justice and other law-enforcement responses. Examples include the adoption of an anti-money-laundering (AML) ordinance in Pakistan by presidential decree in September 2007, the enactment of a range of counterterrorism laws and the establishment of a Financial Intelligence Unit (FIU) in Sri Lanka and the computerization of some checkpoints along Indias borders. Bangladesh has also taken steps to guard against terrorist financing under AML legislation. Counter-Terrorism Committee (CTC) and its Counter-Terrorism Executive Directorate (CTED), which play an important role in furthering the implementation of this pillar have so far visited three countries in South Asia i.e Bangladesh, India, and Pakistan. Du ring these visits it has not only discussed law enforcement, border, and other security-related issues, but issues related to the prevention of radicalization and extremism such as school curricula and other education reforms, pursuant to the part of its mandate derived from Security Council Resolution 1624 which calls upon states to take measures to prevent radicalization and incitement to terrorism and promote dialogue among cultures and religions.  [11] Pillar III: Measures to Build States Capacity to Prevent and Combat Terrorism and to Strengthen the Role of the United Nations in this Regard. South Asia confronts enormous development challenges including widespread poverty and over population. Therefore the region faces capacity challenges in trying to implement the United Nations Strategy as well as in developing and implementing national counterterrorism strategies and initiatives. The ability of countries in the region to implement the Strategy is further compromised by underdevelopment, especially in the border areas, as well as poor governance, unemployment, corruption, and the lack of trust and limited cross-border cooperation. More generally, many South Asian states have strong central governments, but are weak at the local levels and poor at delivering goods and services to their populations. Thus, for example, law enforcement and other criminal justice officials may be very capable at the national level, significant shortfalls exist at the local level, in terms of numbers, training, and equipment. Pillar III of the Strategy is thus of critical importance for South Asia as efforts are made to translate the holistic UN Strategy into action on the ground.  [12] Pillar IV: Measures to Ensure Respect for Human Rights for all and the Rule of Law as the Fundamental Basis of the Fight against Terrorism. The introduction of special or extraordinary laws to address terrorism can be particularly detrimental to the protection of human rights, as they can lead to long term institutionalization of oppression and foster a culture of impunity within state security forces and agencies. In India, for example, the government repealed the 2002 Prevention of Terrorism Act (POTA) to institute more humane reforms. In Pakistan, Suppression of Terrorist Activities Ordinance, 1975, was challenged on human-rights grounds. The Act was then repealed and replaced by the Anti-terrorism Act of 1997, which, among other things, created special antiterrorist courts. In the light of capacity and political challenges and the lack of an effective intergovernmental human rights mechanism on the subcontinent, the role of the United Nations system is particularly important. This makes the OHCHRs stated plans to establish a regional office in South Asia of particular significance. Among the countries that would be covered by this office are Afghanistan, Bangladesh, Bhutan, India, the Maldives, Nepal, and Sri Lanka.  [13] The Way Ahead While it is clear the key role that United Nations is playing to shape a regional response against terrorism in the South Asian region but there is still a huge scope to foster peace and stability in the region. There are certain recommendations that the global body needs to institute in order to link the counter terrorism strategy more closely to the needs of the South Asian region. South Asian region requires a more tailor made organisation to fight terrorism considering the political and regional complexities of the region. Since there is very little cooperation among the states and certain states even sponsor terrorism to promote their aspirations there is need for more coercive policy of the Security Council against states which still promote fundamentalism and militancy to account for their actions under Chapter VII. United Nations should build on increasing recognition of the importance of combating terrorism, conflict, and political violence in South Asia to forge str onger cooperation on the implementation of the Global Counter-Terrorism Strategy between the United Nations and South Asia, and within the region itself. SAARC leaders should provide full support to Strategy and initiate a approach to implement measures proposed by the Strategy to counter the conditions conducive to terrorism, prevent and combat terrorism, build state capacity, and streamline a human rights approach to all counterterrorism measures. Greater consideration should be given to conducting UN counterterrorism country visits which should probably use the General Assemblys UN Strategy as a framework rather Chapter VII mandate. Such an approach might allow for more holistic United Nations engagement with South Asia on counterterrorism issues, but lower the political temperature of the visit and thus enhance its technical focus. UNODCs Terrorism Prevention Branch should seek to ramp up the provision of technical assistance to criminal justice officials in South Asia regarding the ratification and implementation of the sixteen international conventions and protocols related to terrorism. For example, it could seek to bring together criminal justice practitioners from all countries in the region for common training sessions that would allow for the expert to expert contacts that are essential to building cross-border trust. A significant step toward protection human rights while countering terrorism in South Asia should be an OHCHR organized seminar that brings together not only representatives of foreign ministries, national human rights institutions, and nongovernmental organizations from countries in the region, but also security and law-enforcement officials from throughout South Asia. Such a forum would provide an excellent opportunity for government and nongovernment experts from the region to exchange experiences, challenges, and best practices in addressing the common terrorist threat in a manner that is consistent with human rights no rms.  [14] Summary Given the complexity of the threat, the geopolitical animosities on the subcontinent, and the development challenges in the region, South Asia region is an apt place for terrorist groups to further their cause without difficulty. There is a strong need for a holistic approach to address the terrorist threats confronting the region which includes includes both hard and soft and short and long term measures, to combat a transnational threat and emergent non state actors. In the absence of a meaningful regional framework to facilitate the cooperation necessary to respond to and prevent future terrorist acts there is a need to develop an effective regional counter terrorism response. Consequently, it can be argued that the United Nations is well placed to stimulate greater regional cooperation on counter terrorism, especially given its comparative advantages as a result of its neutrality, expertise, and stature in the global world. Having analysed all aspects of the UN Global Counte r Terrorism Strategy and its relevance in the South Asian region, there is requirement to list out certain logical recommendations in light of the shortcomings observed in the strategy.

Dave Pelzer s A Child Called It - 2095 Words

Dave Pelzer was born in San Francisco, California in 1960. At 18 years old he enlisted in the Air Force, serving during Desert Storm. He is a successful motivational speaker, voted 1990s California Volunteer of the year, top ten young Americans in 1993 and 1994, recognized by three presidents and surprisingly an abuse survivor. Dave’s mother was a struggling alcoholic and forced Dave into eight years of physical, psychological, and emotional abuse. For years both his father and various adults in his life ignored his abuse. Eventually, after a nurse reported a series of odd marks Dave was placed in foster care. In 1995 Dave wrote A Child Called â€Å"It† to share his story of abuse, a story that many other children likely share. Dave says he did†¦show more content†¦Dave’s mother, Catherine, would decorate the family’s home for each holiday and enjoyed cooking different meals for the family. His dad was often away for days at a time due to work, y et loved his family. However, things started drastically changing with his mother. She begun to drink heavily, and became short tempered. Dave quotes himself as the most difficult of his siblings, and believed this to be the reason his mother singled him out to be abused whenever he was â€Å"bad.† At first Dave’s father protected him from the abuse, but eventually he begun to ignore the abuse. Dave’s punishments initially consisted of slaps, pushes, head slamming and making him repeat â€Å"I’m a bad boy!† The abuse only worsened, as Dave grew older Catherine begun withholding food from Dave, isolating him from his brothers, forcing him to eat feces and poisonous substances, and made him wear the same outfit for 3 years. She furthered his abuse by calling him â€Å"the boy† or â€Å"it,† instead of his given name and ordering the other boys to abuse Dave. Majority of the punishments Dave endured were so nauseating that no one should have to face them. At one point Catherine lit the stove’s burner and forced her naked son to lie across the scolding stovetop. Reaching My Goals Essay My personal and professional goals are something I have stood by and strive to continue on a daily basis. My goals will not only progress my career, but be an example for my children. The following three professional and personal goals that I have developed over the past 2 years will describe my future. It is important that my children see how successful a person can be when they put their mind to something. I also want my children to understand the amount of time and effort it takes to achieve the goals I have set for myself. I am not a traditional student. I didnt start my college career until the age of despite the urging of my parents. I got married and started a family early at the age of twenty one and decided being when my children young is I began working as a CNA when my children got a little older I my job to downsizing the facility. I call this my blessing in disguise otherwise I have gone back to school to get my associates degree in 2009. I was making a living and supporting my family prior to losing my job. Financially, going from two incomes to one was difficult, but in the end it was worth it because the lessons I learned and the goals I achieved will show my children never give up on your dream and sometimes the path . I have had my Associates degree for two years. I was fortunate enough to get a job immediately out of school; and I find it very rewarding. Recently, Ive decided it was now or never to go back and get my Bachelors degree. I realize having my Bachelors degree will also help me support my growing family. According to Mahger (2011), The U. S. Bureau of Labor Statistics reports that bookkeepers, accountants and auditing clerks all jobs obtained with just an associate degree made a median salary of $34,030 in 2010. Those who complete a bachelors degree may have more earnings potential anywhere from $43,000 per year to $100,000. With adding an additional child last year and raising inflation , a larger salary would help give my children everything they need and . A Bachelors degree will also help me become a well-rounded person. Since I am a numbers person, my writing and theory ability could use some improvement. According to Weitz (2008), A well-rounded education is the pursuit of comprehensive knowledge, balanced across a wide range of subjects. With the purpose of education being to prepare students to become competent, contributing citizens, the broad content of a well-rounded education expands future options, professionally, socially, and personally. Liberal Arts and Classical Education are considered well-rounded studies designed to develop intellectual growth, versus studying for a specific skill or profession. Obtaining a Bachelors degree with not only improve my employment opportunities and providing upward career mobility, but also make me a better person. My main career goal is to become a senior analyst with my current employer, Investors Community Bank. I would have a lot more job responsibilities, and an overall larger contribution to the company. There are many advancement opportunities at my employer and becoming a senior analyst would be the next step to achieve. My senior analyst has been a great mentor to me and has greatly contributed to the analyst I am today. Senior analysts assist with training of new employees. I enjoy sharing my experiences and knowledge with anyone who could benefit from it. My professional and personal goals help me give me a path to follow and will help me achieve my full potential. My goals are achievable but challenging while being a mom, wife, and a full time worker, which pushes me even more.

Hours and hours of portable music, and unless you want to, you never have to listen to two songs by the same group. A wonderful innovation for the music loving public, The Kinks are still being worked out by the music industry. But one thing is clear. The Digital Music age is here to stay. Over the last ten years album sales have been in freefall all over the world. The 10% drop in the UK over the past year is dwarfed by a 15% slide in the US, 25% in France and 35% in Canada. The bankruptcy this summer of the CD retail chain Fopp, HMV’s announcement that its profits halved in the first six months of this year and Richard Branson’s recent decision to dump the Virgin Megastores, which have reportedly lost him more than  £50m in 2007, are all evidence of the revitalization of the music industry. The point isn’t just that people are buying fewer CDs; they are paying as much as two-thirds less in real terms today for the music they listen to on their iPods than they used to when the compact disc first took over the market. Twenty years ago a chart CD cost about  £14. Today you can buy the same in a super-market for  £9. The online market may have grown recently, but not enough to fix the hole. Here, too, margins have shrunk. A download of a single track now costs 79p against the  £4 a CD single cost in 1999. The impact on the bottom line of the record labels has been catastrophic. When EMI’s subsidiary Virgin put out the Spice Girls’ debut album in 1996 the company cleared roughly  £5 in profit on each copy sold. That margin has since shrivelled to around  £2, and only then for albums that are significant hits. Industry insiders estimate that only one of the new British acts that became popular in 2007, the pop star Mika, will actually make his record company any money. When the private equity firm Terra Firma bought EMI recently it paid about a third, in real terms, what the company nearly fetched 10 years ago when a sale to its competitor Universal was mooted. That decline mirrors what has happened over thesame period to the retail price of new CDs, and it also reflects the scale of the cull ofEMI’s workforce, which has shrunk in 10 years from more than 10,000 worldwide to about 4,000 today. There are no obvious solutions in sight. In America the recently appointed co-chairman of the Columbia label Rick Rubin, formerly a record producer by trade, has spoken of his ambition to turn the company around by refocusing it along the lines of a cable TV business, making Columbia’s entire catalogue downloadable to customers who pay a monthly subscription. The reprioritisation in recent years of live music over the recorded variety has been dramatic. Attendance at arena shows rose here by 11% last year. By the time 2007 bows out, 450 music festivals will have taken place in the UK. Ticket-master reported that 20,000 tickets for the Spice Girls’ first reunion concert at London’s O2 arena in December sold out in 38 seconds, with 1m fans registering to buy. more than a million clamoured for seats at the forthcoming Led Zeppelin reunion. Glastonbury disposed of its 135,000 weekend passes for this year’s event within two hours, taking more than  £21m in the process. Ticket prices, especially for A-list artists, have soared as the price of CDs has tumbled. You could have bought Madonna’s entire catalogue for less than half what it cost to see her perform at Wembley Arena last summer where the best seats in the house went for  £160.CD’s are almost a thing of the past.   With more more people downloading and sharing MP3’s, both legally and illegally i.e. Limewire, the music recording business is faced with a huge problem. Technology has advanced far quicker than the Music Industry’s ability to change and keep a viable business model. Downloading of MP3’s illegally has caused such a massive drop in sales that the music business in general is at a loss to provide a solution, and thus is failing. In my opinion, to suggest CD’s are almost redundant is not unreasonable.   The marketing power and speed of the Internet now means users are aware of the product long before the record label is promoting it locally and nationally.  With the connection speed of broadband Internet, users can have almost any desired song in seconds (and if prepared to break the law, for free). I can’t see the music business trying to fight this type of technology for much longer, as file sharing is not actually an illegal activity, as no cash is exchanging hands. Already deals are being announced to allow users to legitimately download songs and for a fraction of the cost of a CD single. Recording labels will have to start to offer subscription services, or small download fees per single in order to quell the hugeamount of customers currently downloading for free.The roots of the â€Å"Rip, burn and mix† (RBM) culture have been growing for a long time now. The â€Å"RBM† culture represents a powerful change to the business world as a whole and to the music industry in particular. The change in delivery method is at the heart of the â€Å"RBM† culture. To begin with it can be described from the music industry’s standpoint. Now consumers have much more control, and because of each individual’s ability to rip or copy, burn or produce, and mix or change music, the term consumer fails to capture the essence of the user’s involvement. As is apparent to everyone, this has thrown the traditional music industry on its head. In retaliation, there are battles being waged against people who have accepted the changes, the traditional consumers. Of course, as has been well documented, these battles are being fought with copyright laws that have failed to accept great change since the explosion in popularity of the internet. Questions about how this affects the individual artists and bands who rely on selling their music for an income must be addressed. First, within this culture there is still the possibility to sell records based on the traditional methods. The RBM culture has had a great deal of influence in this area of style as well. It can be viewed as a type of fusion. Everyone now has the opportunity to take what they want from a culture and fuse it with their own culture, which to many is what creativity is. Rap music is a definite example of â€Å"RBM† culture in music. An artist may take a track from another song, mix it with their own work and then produce it as a new style of music. Without conscious effort, millions of people have already accepted this culture and moved towards the empowerment of the individual artist. It is especially apparent in the popularity of collaborations between artists. Artists each bring their own work to the studio or stage and seek to mix, â€Å"burn† or create an entirely different piece of music. A closer look at the music industry from the perspective of a RBM culture reveals that the principles which are at the base of the culture are not revolutionary. However, technology has changed the scale on which these principles can be implemented, thus giving birth to the RBM culture and the vast consequences it has for the music industry. There are many unique ideas on how music should be shared and subsequently handled. An artist listed under the simple Sampling License allows the user to manipulate and change the music for their own or commercial use; however, entering it on a file-sharing network is prohibited. The Sampling-Plus License works in basically the same way except the music can be entered on a file-sharing network. The â€Å"rip, burn and mix† culture coincides with many other changes in the way people think about purchases and commercial entities. The ClueTrain Manifesto is a series of essays that deals with changes in consumer behaviour because of the Web. The Manifesto discusses ideas that need to change in the business world due to the changes in consumer behaviour. People now expect to try before they buy and buy only what they want to buy. Requiring the customer to buy fifteen songs when they only want one has become unacceptable; Furthermore, the limited variety of music that a company has to offer is unacceptable. With such easy access to seemingly endless variety, the old music industry lost one of its key competitive advantages. To be fair the industry is starting to recognize the need for digital music and has been quite successful operating with Apple’s iTunes technology. It may be too little too late but it has stemmed the tide of change for the large media companies to an extent. With all these changes taking place, it is interesting to speculate about the path of the next musical superstar or if there will even be such a concept. Everyone having access to a personal computer means that everyone is eligible to do their own recording, publishing, distributing and venue booking. Even with all this technology, a live show is still a unique experience that can only be captured by physical attendance. Excellent artists will still be sought out to play live music which will allow them to sell their products to support themselves. This process is very important even in the new music industry where everyone can be heard. The reason for its importance is the fact that a live band can carve out its own niche using the extremely effective word of mouth advertising. Unless the consumer knows an artist exists it can be extremely difficult for a consumer to find and hear that artist among all the other choices. Live touring would still be an effective medium for a band whose quest is to reach a certain degree of fame. However, there is also the possibility for a band or individual artist whose sole medium is the web. Video and audio technology could be combined to produce a â€Å"virtual stage† for the artist to perform over the internet; a distinctly new technology artist. This could take many different forms but, again, it takes advantage of the increased scope of the artist. The artist has the great opportunity to perform virtually over the web, satisfying both the fan and the musician. The Web will also act as a tool between the musician and the fan. An increase in interaction between the two might birth a new form of musical partnership. The fan might have an idea or a poem that they want made into music. Certain artist may be interested in catering to this desire to have one’s work made into music. Without a doubt, fans have been able to interact and learn more about their favourite bands because of the web. Websites would then act as virtual clearing houses by matching song writers with those who play music but are not interested in writing their own. One interesting idea that someone working in the industry could consider is that labels may only be willing to pay the artist to produce one or two songs for air play and sale.The â€Å"Rip, Burn and Mix† culture may be the end of the traditional album as it has been. According to the information provided by The Body Shop website, The Body Shop has successfully created an image of being a caring company that is in helping to protect the third world workers and indigenous peoples. But behind the cuddly image lies the reality The Body Shop's operations, the Body Shop does not help the dilemma of the workers and indigenous peoples as well as put them on a pedestal in order to exploit people's idealism.Evidence from â€Å"What’s wrong with the Body Shop† (1988) stated that The Body Shop claims to be helping some third world workers and indigenous peoples through so-called ‘Trade Not Aid' or ‘Community Trade' projects. In fact, these are largely a marketing strategy as less than 1% of sales go to ‘Community Trade' producers, and it has been shown that some of the se products have been sourced from mainstream commercial markets. This is the existing problem faced by The Body Shop.
